April 15-16, 2008 - Mark A. Meyer to Address GUAM Regional Conference in Baku
The Secretariat of the Organization for Democracy and Economic Development – GUAM announced that Mark A. Meyer, Esq., will address the Ministers of Foreign Affairs of the GUAM member States, the Ministers of Foreign Affairs or high level representatives from partner countries and representatives of the major international organizations at a conference in Baku, Azerbaijan on April 15-16, 2008, regarding the use of the rule of law to resolve the separatist conflicts of Nagorno-Karabakh in Azerbaijan, Abkhazia and South Ossetia in Georgia and Transdniestria in Moldova.

GUAM was established in 1997 by four post-Soviet republics: Georgia, Ukraine, Azerbaijan and Moldova, and renamed in 2006 as the Organization for Democracy and Economic Development – GUAM.

Mr. Meyer is a member of the firm of Herzfeld & Rubin, P.C. in New York and Rubin Meyer Doru & Trandafir, spca in Bucharest. He has been a special advisor for legal and economic matters to six European heads of state and, as Chairman of the European Affairs Committee of the New York City Bar, led the mission which authored an influential report on the violations of international law in the Moldovan separatist enclave of Transdniestria, which report became a United Nations document and formed the basis for a resolution of the Government of Moldova adopting a plan of action to utilize the rule of law to resolve the Transnistrian crisis.
